first, make sure the uv map is done properly before everything.
back to the lowest poly division
then select uv map, choose the size (4000 one is better, because we can scale down later)
then nomal map, check on the [tangent?] (the first and the third one) i just forgot the name. click create normal map. then click cloneNM
go to texture menu, select flip V (flip normal map up and down)
go to left side tool, click texture, then just export it. could be psd file
then import into maya
